My cactus stopped growing. Is that normal?

It hasn't changed for months. I'm not sure if I'm being overly cautious, but I'm worried about doing something that could harm something that's currently growing fine. I have it placed on a shelf near a window and, although it seems fine, I'm not entirely sure.

Yes if it's winter. They only grow in spring-summer. After several trials, I realized that patience was key. There isn't always a single correct way; it depends a lot on each plant.
